& Evaluation, Organizational Learning & Effectiveness
The mission of Partners in School Innovation (PartnersSI) is to
enable public schools in low-income Bay Area communities - serving
students of color and English language learners - to achieve educational
equity through school-based reform. Our goal is to achieve educational
excellence for all students while closing the gap in reading achievement
between children living in poverty and their more affluent peers.
PartnersSI transforms some of the lowest-performing schools in
the Bay Area by leading them through a rigorous multiyear change
process that improves teaching and learning and achieves long-term
systemic change. Our set of integrated services includes: district
systems change, results-oriented leadership development networks
and on-site implementation support.
We
are seeking a full-time staff member to join our Organizational
Learning & Effectiveness (OLE) team our Research & Evaluation
Director. This person will play a critical role owning the vision
of the research and evaluation function w/in the organization
and devising a plan toward achieving it.
MAIN
RESPONSIBILITIES
The Director will be responsible for 1) designing a program evaluation
function that enables the organization to set and monitor progress
toward objectives related to service impact and organizational
capacity and to learn from successes and challenges; and 2) devising
a project plan to develop the R&E function based on organizational
priorities and resources required/available. The primary responsibilities
include:
1.
Designing the program evaluation function:
a.
Creating essential evaluation tools and systems. The
Director will design systems and tools to guide decision-making
and monitor multiple dimensions of progress (e.g., academic
and non-academic student outcomes; objectives tied to school
capacity, client satisfaction, program implementation).
b.
Designing and managing our organization-wide process of
internal, results-oriented cycles of inquiry. This will
involve working w/our School & District Service (SDS) staff
to set annual objectives, training them on how to collect
and analyze data, analyzing and presenting cross-organizational
data to monitor progress toward the organizational objectives,
managing the process for organizational reflection and response
to the data and improving this process for future cycles.
c.
Studying organizational successes and challenges revealed
by evaluation data to support organizational learning.
Using evaluation data, identify, plan and conduct studies
to understand the factors and practices that led to successes
and challenges, and disseminate these findings.
2.
Devising an organizational R&E project plan and providing
implementation support where necessary. Designing systems
to monitor progress toward stated objectives for each of the
following areas: 1) OLE - specifically, improvement of the knowledge
base, professional development and technology; 2) human resources;
3) Development & External Relations (fundraising); and 4) finance.
3.
Managing the grants funding our leadership work. We have
received - and expect to continue receiving - significant funding
for our leadership development initiative. Such funding requires
that we document the progress we are making in the creation
and distribution of our leadership development materials, as
well as of their impact on student achievement. The LD Director
will also assist in applying for and renewing leadership-specific
grants as well as managing relationships with these grantors.
4.
Supporting staff as the in-house expert on educational leadership,
both leading the internal professional development on educational
leadership (e.g., by designing and delivering training) as well
as bridging this learning w/direct application in the field
(e.g., by providing on-site support to staff).
5.
Enhancing the organizational knowledge base w/developments
in the field of educational leadership. Through ongoing
literature review, conference attendance/presentations, meeting
w/other partner organizations, etc., ensuring that PartnersSI's
work is building on and contributing to the best knowledge in
the field and that any new knowledge that can strengthen our
approach is captured and integrated into our practice.
QUALIFICATIONS
Our ideal candidate definitely has:
- The
passion and commitment to closing the achievement gap
- Previous
experience designing effective, user-friendly program evaluation
systems and tools (e.g., surveys, rubrics)
- Ability
to skillfully analyze different types and, at times, large
amounts of data and communicate findings to diverse audiences
- Excellent
writing and research skills, and expertise utilizing various
research methodologies
- Experience
designing, contributing to and/or using a knowledge management
system - knowledge management system design/development a
big plus
- High
degree of proficiency in using the Microsoft Office suite,
and Excel and PowerPoint in particular
- Racial
and cultural competence - an understanding of the role of
racism in the inequities of the public school system and demonstrated
effectiveness in working through these inequities
- A
high degree of initiative and tenacity; willingness and drive
to see a difficult situation through to a satisfactory outcome
Additionally,
s/he might have:
- Knowledge
of literacy instruction and familiarity w/assessments
- Experience
w/student data warehousing and management tools
Salary
and benefits DOE and are competitive with Bay Area compensation
scales.
