1. Standards Mastery
On average, PartnersSI schools implementing the Core Service
Model will achieve significant growth - 5 or more points - in
the percentage of students reading proficiently as measured by
the 2010 California Standards Test in English Language Arts. By
comparison, the average year-to-year growth in California has
been 2.3 percentage points over the past five years.
2. Accelerated Achievement in Targeted Sub-Groups
English Learners and African American and Latino students
in PartnersSI schools will outperform the growth of their peers
in the state as measured by the 2010 California Standards Test
in English Language Arts.
3. Increased School Capacity
PartnersSI uses our School Transformation Rubric to measure
how well we increase school capacity each year. This supports
our mission for schools to be able to sustain improvement beyond
the length of our partnerships. The rubric enables us to assess
baseline school capacity at the beginning of the school year,
set goals for growth, and finally, evaluate our impact at the
end of the year. We expect to see demonstrable changes in what
we call "essential practices" in the areas of 1) school
leadership, 2) school systems that support instructional improvement,
and 3) curriculum, assessments and teacher practice. Improvement
is measured by the "movement" of these essential practices
from one stage of effectiveness to the next. There are a total
of six stages. When an essential practice is non-existent, it
is at the "beginning" stage and receives a rating of "1." When
there are clear policies, structures and cultural conditions in
place at a school to sustain the essential practice, it has reached
the "sustaining" stage and receives a rating of "6." The objective
is for every school to demonstrate a minimum of 36 increased ratings
(or "band movements") overall, with 18 of these increased ratings
being in targeted essential practices.
4. Core Service Model Implementation
PartnersSI uses a checklist to track our implementation of key
elements in the program to ensure all our schools are receiving
consistent and high quality services. Our objective is for
at least 75% of our program elements to be executed by the end
of the school year.
